SAN ANTONIO - Police arrested 70-year-old Jose Louis Guajardo and charged him with continuous sexual abuse of a child after a 12-year-old girl told police he had sexually abused her since she was in second grade.

According to an affidavit, a Child Protective Services investigator and two SAPD officers were called to the girl's home on Christmas Eve to investigate a possible sexual assault case.
As the CPS investigator talked to the 12-year-old girl's mother, the affidavit said the child walked up to the two SAPD officers and hugged them, weeping as she recounted the sexual abuse she suffered.
The victim told police she fell asleep and awoke to Guajardo inappropriately touching her. When investigators asked if it had ever happened before, the girl said "it happens a lot."
The victim said she remembered Guajardo telling her "this was going to be their secret" when she was younger.
She told police none of her family knew about the abuse.

Raul Velazquez, 53, of Fayetteville, has been charged with statutory sexual offense by an adult, child abuse sexual act and disseminating obscene material to a minor under 13, authorities said. Velazquez was arrested and was being held at the Cumberland County Detention Center on a $250,000 secured bond.
According to a statement released by the Fayetteville Police Department, the investigation began in September and involves a 10-year-old victim. Police did not disclose how they found out about the crime.
Officials said the suspect knew the victim when the incident occured.


A former hero soldier has been jailed after trying to encourage a teenage girl to take part in violent sex games.
Cross dresser Nicholas March, 57, had pleaded not guilty at Warwick Crown Court to attempting to pay for the sexual services of a child, but changed his plea on the day of his trial.
The ex-serviceman, of Copt Heath Drive, Knowle, Solihull, was jailed for ten months and ordered to register as a sex offender for ten years.
Prosecutor Amiee Parkes said March wore ‘submissive’ clothing including a thick collar round his neck, locked with a key, which he handed to the shocked girl and said he wanted to be ordered around by her.
On another occasion he gave the girl a letter in which he offered her £20 if she would tie him up and gag him, which she refused.
In another incident he approached her while wearing a high-thigh split skirt and long boots and gave her £20, saying that he wanted to serve her and stating that she could beat him, punch him and kick him.
On another occasion when he saw her, March showed the girl some of his clothes and sex toys.
Matters finally came to light when the girl spoke to a teacher at college, and the police were contacted.
Officers arrested him at his home where they searched his bedroom and found items including women’s clothing, stiletto boots and sex toys.
Miss Parkes said March had convictions for indecent assault in 1985 and wounding in 1986. She added that the incidents have had ‘a devastating effect’ on the girl, who now suffers from anxiety and depression and has anger issues.

A sex beast who subjected a teenage girl to an horrific four-year rape ordeal has been jailed.
Miami Zucas Nkengni first abused his victim when she was just 16.
It continued until she was 20, when the woman plucked up the courage to report the attacks to the police.

Nkengni, aged 38, of Selcroft Avenue, Quinton, was arrested and convicted of five counts of rape, one charge of sexual activity with a child, and four other sexual offences.
The convictions followed a trial at Birmingham Crown Court in November.
Nkengni, a former civil engineer who was originally from Cameroon, was jailed for 16 years at the same court.

Investigating officer, Det Con Nicky Simms, from West Midlands Police's Public Protection Unit, said: “Nkengni abused his victim, who was a vulnerable young girl and continued the deviant behaviour for over four years.
“I commend the bravery of this young woman in finding the courage to come and report the assaults to us and stop anyone else suffering at his hands.”
“We have specialist officers available for anyone who wants to report sexual attacks.
“And we work with a number of other agencies who can offer support through every step of the criminal justice process with a range of measures designed to protect victims, including giving evidence in court via video link or from behind a screen.”

A man accused of repeatedly sexually assaulting a girl over the course of 10 years pleaded guilty to one sexual assault incident that happened earlier this year.
Martin Paul Rengechy, 33, entered a plea deal, which means he won’t go to trial. As part of the plea agreement, Rengechy agreed to plead guilty to third-degree criminal sexual conduct as a second-degree felony, one of the four charges against him.
Also as part of his plea deal, the other charges against him were dismissed, including the more serious first-degree criminal sexual conduct charges.
In court documents, the girl accusing Rengechy told police that he sexually abused her twice a month or more since she was about 7 or 8 years old.
Rengechy only pleaded guilty to one incident which happened in April.
Police interviewed Rengechy in April and he reportedly told them he found dried leaves inside his pillow which he believed was a Chuukese love potion, court documents state. He believed another woman was in love with him and wanted to break up his relationship with his wife and when he asked the woman about the leaves, she told him he touched the girl, court papers state.
Rengechy told police he doesn't remember that but believes it was true and said it was the only time he touched the girl, documents state. 
The girl was 17 years old at the time, according to court documents.
Rengechy admitted to having sexual intercourse with the girl and coerced her or forced her into it, according to court documents. 
Rengechy was ordered to register as a level one sex offender and after he’s released from prison, he cannot contact the girl he sexually assaulted.

A fugitive facing dozens of child sex-abuse charges in Alaska was arrested by U.S. marshals Monday in Arkansas after Alaska State Troopers sought federal help in arresting him.
Jeffrey Jackson, 51, was arrested in Searcy, Arkansas, on a warrant for 76 counts of sexual abuse and sexual assault of a minor, according to Kevin Sanders, a supervisory deputy U.S. marshal in the Eastern District of Arkansas.

Rochelle Liedike, with the U.S. Marshals Service in Anchorage, said Jackson originally was wanted by troopers, who ed marshals for help tracking him down.
After investigating Jackson, Sanders said, marshals learned he had a family in Searcy and was driving in the area Monday.
“As we were headed toward the house of the family member, we actually saw him driving and followed him in his vehicle,” Sanders said.
Sanders said Jackson drove to Yancey Park, a local recreation area. Jackson was kept under observation; marshals moved in at about noon Alaska time.
Jackson was already aware of the warrant against him, Sanders said.
“He said, ‘I didn‘t think y‘all would arrest me for that,‘” Sanders said.
Marshals took Jackson to the White County Jail, where he was being held pending extradition to Alaska.


A 25-year-old Fairborn man has been sent to prison after being convicted of rape in which the victim was a child younger than 13.
Judge Stephen Wolaver sentenced Dakota Lacey to 10 years in prison for first-degree rape, and five years each for the third-degree felonies of gross sexual imposition and importuning, according to records with Greene County Common Pleas Court. The sentences will be served concurrently, and Wolaver granted Lacey 306 days credit for time served.
Lacey was convicted by a jury after a two-day trial in September. He was arrested in February and has been jailed since.
Investigators said the crime happened last December when the victim, who was 12 at the time, was staying with Lacey temporarily after her father had died. 
Lacey is now considered a Tier III sex offender, which requires that he register with the local sheriff’s office every 90 days for the rest of his life.


RUSSELLVILLE — A Franklin County man authorities said sexually molested a young teenage girl on two occasions has been indicted for rape and sodomy.
Officials said Walter Andrew Parsons, 33, 7163 Franklin 56, Russellville, has been indicted on two counts of first-degree rape, two counts of first-degree sodomy, two counts of second-degree rape, and two counts of second-degree sodomy.
According to reports, Parsons is accused of raping and sodomizing a 13-year-old girl. The victim is now 14, officials said.
Sheriff Shannon Oliver said reports indicate the girl was raped and sodomized two different times from May and June.
Investigators said the victim was a friend of Parsons’ family.
Authorities said the incidents happened at the Parsons’ residence when the victim was there visiting, spending the night.
According to the indictment, Parsons is accused of engaging in sexual intercourse with the victim by “forcible compulsion.” 
First-degree rape and first-degree sodomy are both Class A felonies, which are punishable by 10 years to life in prison with the possibility of parole.
Second-degree rape and second-degree sodomy are Class B felonies, which carries a penalty of 2 to 20 years in prison, if convicted.
He is being held in the Franklin County Jail on bail totaling $150,000.
WOLF TOWNSHIP, LYCOMING COUNTY (WBRE/WYOU)- A man now knows his fate for the sexual assault of a small child in Lycoming County.
Ryan Brown has been sentenced to spend 20 to 40 years in prison after raping a three year old child in his care. Brown abused the child as a home in a trailer court in Wolf Township.
He was arrested after his brother called Lycoming County Children and Youth Services to report the abuse.

A rapist who poses a "very high risk of imminent serious sexual offending" if released will be monitored indefinitely by the Department of Corrections.
Most of Mark David Chisnall's adult life has been spent in prison after a series of convictions for sexual offending.
The 31-year-old was just 14 when he committed his first rape.
He now has several convictions including for the rape of an 8-year-old girl, a woman in her 20s, sexually assaulting a 7-year-old boy, and assaulting a 20-year-old woman.
During Chisnall's 11 years in prison there were reported incidents of violence, and indications of continuing aggressive behaviour and sexual fixations.
In February last year the Parole Board determined that Chisnall should be released, subject to special conditions, when a bed became available at a community support centre in Hamilton.
But the Parole Board revoked his parole on April 6, 2016, and Corrections applied to the High Court for a public protection order (PPO), or alternatively an extended supervision order (ESO).
Interim orders were also sought and granted to authorise Chisnall's ongoing detention until the applications could be determined.
Despite his sentence coming to an end, Chisnall has remained in a purpose-built facility for those subject to PPOs, known as the Matawhaiti Residence, within the perimeter fence of Christchurch Men's Prison.
Chisnall unsuccessfully appealed to the Court of Appeal against the interim order, and then appealed to the Supreme Court. New Zealand's highest court also dismissed his appeal.
At a week-long hearing before Justice Edwin Wylie in the High Court at Auckland this month Corrections applied for an indefinite public protection order.
Chisnall opposed the making of a PPO but was not opposed to an application for an ESO and would consent to an intensive monitoring condition.
However, in his judgment, released to the Herald last week, Justice Wylie ordered the PPO against Chisnall.
"Having considered all of the available evidence, I am satisfied that Mr Chisnall poses a very high risk of imminent serious sexual offending were he to be released into the community unsupervised," the judge concluded.
"All experts were concerned at the risk Mr Chisnall poses, and I accept the evidence, particularly of [a doctor and psychologist] that the risk of serious sexual reoffending is very high and imminent."
Reports from Chisnall's childhood describe him as being violent at kindergarten and school, and there is also a reference of a "very serious assault on his mother" where Chisnall broke her jaw and tried to strangle her.
Chisnall says he suffered physical abuse as a boy and became "sexually preoccupied" after watching a violent pornographic film when he was 10.
Through his counsel Chisnall also made an application for declarations of inconsistency.
He claimed that a section of the Public Safety Act and a section of the Parole Act are inconsistent with the New Zealand Bill of Rights when relating to the manner and method of obtaining information for psychological reports needed to support a PPO or ESO application.
Chisnall's application was opposed by the Attorney-General and the argument has been set down for separate hearing.
