FRESNO – Steven Michael Matlak has been arrested twice in as many weeks on several charges, including lewd and lascivious acts with a child under 14 and sexual penetration of a child 10 or younger.
A mother of a 5-year-old had recently explained to her daughter the difference between “good and bad touching.” After the conversation, the little girl reported to her mom that earlier in the year Matlak had inappropriately touched her while she was nude and taken photographs of her. The Fresno County Sheriff’s Office was alerted to the little girl’s statement.
A day after the first report, a second case developed in which a nine-year-old girl reported inappropriate contact with Matlak.

The suspect was arrested on July 28th and released on August 2nd after he posted bail. However, his electronic devices had been collected for further analysis and search warrants had been issued for his workplace and home.
Further investigation revealed additional child victims, all from families with whom Matlak has had previous interaction. Matlak was arrested once again on August 10th on new charges. He is currently held at the Fresno County Jail with bail set at $360,000 (per the Fresno County Sheriff’s Office Website).

Man Arrested on Charges of Sexual Abuse of a Child Maria Medina August 15, 2017

SUPERIOR Court Associate Judge Joseph Camacho sentenced 36-year-old Steven Romie Aguon on Friday for sexually abusing a 10-year-old boy in Chalan Kanoa.
Aguon, who has prior convictions, pled guilty to sexual abuse of a minor in the second degree and will serve 15 years imprisonment, the maximum sentence for the offense, without the possibility of parole. He was given credit for time served.
The judgment and commitment order also required Aguon to register as a sex offender, attend sex-offender counseling, pay restitution, as well as court costs and fees.
The prosecution said Aguon touched the boy inappropriately on Aug. 28, 2016 on Saipan.
At the change-of-plea hearing, Aguon was represented by Public Defender Douglas Hartig while Assistant Public Defender Cindy Nesbit appeared for the government.
The Office of the Attorney General at first charged Aguon with sexual abuse of a minor in the first degree, sexual abuse of a minor in the second degree, impermissible contact with minors, assault and battery, and disturbing the peace. The original charges carry a total of 49 years and six months imprisonment.
Twice, the Office of the AG amended the charges against Aguon, eventually leaving only the charge of sexual abuse of minor in the second degree which carries a maximum sentence of 15 years incarceration.
In May 2006, then-Gov. Benigno R. Fitial commuted the sentence of Aguon who had earlier been convicted of voluntary manslaughter. Fitial said his decision was based on “compassionate and humanitarian reasons and was in the public interest.”
In Oct. 2010, Aguon was convicted of sexual abuse of a girl and was sentenced to two years.
In Oct. 2012, he served two years of imprisonment for document fraud.

ELKO – An Elko man received 18 years in prison for the sexual abuse of a child under 14 that took place five years ago.
Ricky Lynn Minchew, 30, pleaded no contest in Elko District Court to three counts of sexual abuse or neglect of a child, a category B felony, and was sentenced by Judge Nancy Porter Aug. 3 to an aggregate of 18 years in prison with the possibility of parole in seven years.
Minchew is also required to register as a sex offender when released from custody.
Minchew was transported from the Northern Nevada Correctional Center in Carson City in 2016 to face charges of sexual assault, sexual abuse and lewdness with a child under 14 and was held in Elko County Jail on $1.7 million bail, according to Elko Daily Free Press files.

The incidents took place between May 1, 2012, and Sept. 17, 2013.
In a plea agreement in April, Minchew pleaded no contest to three charges of sexual abuse or neglect.
In an unrelated matter, Minchew was found guilty of harassment in 2014 and sentenced in Elko Justice Court to 300 days in jail.
A Hood County man has been indicted on seven sexual abuse of a child charges.
David Marin Tijerina, 29, of Indian Harbor, was indicted for continuous sexual abuse of a child, four counts of aggravated sexual assault of a child and two counts of indecency with a child. Indictments are formal charges.
If he is convicted of the most serious charge, continuous sexual abuse of a child, Tijerina would receive a sentence of between 25 and 99 years in prison, said District Attorney Rob Christian.
Tijerina remains in the Hood County Jail on a $100,000 bond.

A 61-year-old Victorville resident has been arrested on suspicion of lewd and lascivious acts with a child under age 14 and authorities suspect there may be more victims, according to a San Bernardino County Sheriff’s Department news release.

A female victim told her mother that Carlos Franco had engaged in sexual behavior with her over an unknown period of time when she was alone with him, the release stated.
Franco was arrested on Thursday, Aug. 10, on suspicion of lewd and lascivious acts and oral copulation with a victim under age 10.
He remains in custody at the Adelanto Detention Center in lieu of posting $1 million bail.

WACO, Texas (KWTX) McLennan County sheriff's deputies have arrested an Irving area football coach accused of sexually abusing at least two boys in Waco in the 1990’s.

Shawn Risener46, has been charged with two counts of indecency with a child and one count of sexual assault of a child, all second-degree felonies.
According to sheriff's officials, two men allege Risener made them perform inappropriate sexual acts sometime between the years of 1990-1995.
One of the victims recently contacted the agency, and after looking into it, the sheriff's office obtained warrants for an arrest.
Risener turned himself in Monday morning.
A source close to the investigation says Risener lived with a well-known, church-oriented family in southern McLennan County while attending Baylor.
The source said he used that position to lure young teens, enticing them to play games, ultimately involving them in sexual activity.
One of the two victims involved in the case decided to come forward to law enforcement after learning Risener was a high school football coach.
"Unfortunately, and that's the crying shame in this, it's not unique, it's not out of the realm, it's someone using a social setting, a friendship, a church group, a place where people are not on-guard, and exploiting that to exploit children," said Chief Deputy David Kilcrease.
MCSO officials believed both victims to be credible.
Risener was released from the McLennan County Jail just after noon on Monday after posting bonds totaling $30,000.
Sheriff's officials said they were fairly certain more victims are out there and encouraged them to come forward as there is no statute of limitations on felony child sex crimes in Texas.
At least one other alleged incident occurred at a religious camp out of state.
The case file is being referred to a jurisdiction in Oklahoma, so additional charges on Risener could be added, officials said.

Jarrod Gosser faces five felony counts of rape, child molestation and criminal confinement.
Police say Gosser's victims were three family members. One victim told police Gosser chained them up so they couldn't leave.
The Elkhart County Prosecutor says this all started in 2010.
"This is not uncommon in cases of child molestation. Unfortunately, many child molestation cases occur at a point starting in the distant past, continue to a point where someone either has the opportunity, or has the courage, or has matured to the point where they appreciate the wrongfulness of the conduct,” said Elkhart County Prosecutor, Vicki Becker.
Becker says trauma can make it hard for a child to speak.
Court documents say over the course of seven years, Gosser sexually assaulted and raped one of his family members. He also chained that victim and two other family members in their rooms at night.
The victim says Gosser told them it was: “For their own good.”
“Once they either get past the trauma or they get into a place where they feel safe or have any adult in whom they have confidence, they feel a little more comfortable making a disclosure,” said Becker.
Now, Becker says she's working hard to make sure those victims are safe.
“We've omitted their true names, omitted quite a bit of information, and so we're doing that to protect their identity,” she said.
Becker says it's all in an effort to protect the victims' dignity.
"How would you like to have your name, your address, that kind of information displayed across the front page of the news or on the evening news program, something along those lines,” she said.
Becker says Gosser has a constitutional right to face his accusers and the three victims will have to testify. She says she will do what she can to keep their names private even then.

Suffolk County Court jurors found a Patchogue man guilty of raping an 8-year-old girl and other sexual abuse charges, authorities said.
Maximo Vera, 38, of River Avenue, was convicted in acting Supreme Court Justice Barbara Kahn’s Riverhead courtroom of first-degree rape, first-degree criminal sex act, first-degree sexual abuse and endangering the welfare of a child, according to court records and a news release issued by Suffolk District Attorney Tom Spota.
Vera was acquitted of one count of first-degree sexual abuse.
During the trial, which began on July 31, prosecutors said Vera raped the victim during several months, “from the winter of 2014 until June of 2015.”
He was arrested in September 2016 after the victim told her fifth-grade teacher, authorities said.
“Vera preyed on this young girl robbing her of her innocence,” Spota said in the release. “This defendant will be incarcerated and off the streets for a lengthy period of time.”
Vera’s attorney could not be reached for comment.
Vera is scheduled to be sentenced on Sept. 29. Spota said he will recommend a sentence of 25 years in prison.

LI man found guilty in rape of 8-year-old girl, DA says

A 53-year-old Central City man has pleaded guilty in Marion County Court to a reduced charge of aggravated criminal sexual abuse to a child between the ages of 13 and 17.
Brett Herbert of North Morrison was sentenced to four years sex offender probation, 170 days in the Marion County Jail with time served and ordered to pay court costs. As part of the plea, two counts of criminal sexual assault were dropped. All three of the charges involved the same underage boy.
Herbert was arrested on a warrant charging the two criminal sexual assault cases in March following an investigation by Central City Police. Chief Jim Malloy said the investigation began in February when the department received a call from the victim's mother. An investigation ensued, including an interview with the boy at the Amy Center, before the warrant was sought for Herbert's arrest.
Herbert has been held in lieu of $250,000 bond until after his court hearing on Wednesday when he was released with credit for time served.
