WESTMORLAND – Two Santee residents were recently arrested and charged with incidents of child sexual abuse that occurred in this small community of 2,200
56-year-old Ruben Vizcarra and 35-year-old Edward Florentino Vizcarra were booked on Tuesday. Both were charged with touching a person against their will for sexual arousal. Edward Vizcarro was also charged with continuous sexual abuse of a child and sexual penetration with a foreign object of someone under 14 years old.
The pair were detained in Santee on Monday night. They were then extradited from San Diego County Jail.
Bail for Edward is $200,00 and bail for Ruben is $100,000.

Two Arrests in Child Sexual Abuse Charge August 11, 2017

A Coventry man has been jailed for 27 years for 13 historical sexual offences against four young girls.
Christopher Hughes, from Delius Street, Tile Hill, was convicted by a unanimous verdict after a trial lasting two weeks and sentenced today at Warwick Crown Court.
The court heard how the 34-year-old had progressed from sexual assault to rape as he systematically took advantage of each girl who was aged between nine and 14-years-old at the time.
The abuse took place over a number of years from 1998 to 2007.
Although one victim came forward in 2007, there was insufficient evidence to proceed with a case, but when further victims reported abuse, the Crown Prosecution Service had enough to bring Hughes to trial.

What did the judge say?

Passing sentence, Judge Sylvia de Bertodano told Hughes: “When you offend in this way against young girls, you ruin their childhood and you introduce them to a world where adults do not protect them.”
Hughes was also ordered to sign the sex offenders register for life.

What did the police say afterwards?

Speaking after today’s hearing, Det Con Clive Leftwich, from the force’s Public Protection Unit, said: “Hughes took advantage of these girls from a very young age, at a time when they would have been very frightened about what was happening and scared to tell anyone, believing that they were in some way to blame.
“It has taken several years for them to feel supported enough to talk to police about what they have suffered and I applaud their courage in coming forward.
“It would have been a very difficult experience to relive what happened and I hope they can gain some comfort from the fact that Hughes has been jailed for a very long time for the years of abuse he put them through.”
He added: “We have an excellent track record of bringing historic sex offenders to justice and I would urge anyone who has suffered abuse in the past to get in touch.
"We work with a raft of other agencies who can offer support through every step of the criminal justice process.
“There are a range of measures designed to protect victims which include giving evidence in court via video link or from behind a screen.”
An NSPCC spokesman said: “Hughes has been brought to justice for his appalling crimes thanks to the bravery of his victims in speaking out and reliving their experiences during a crown court trial.
“We want survivors of child sexual abuse to know they will be listened to, no matter how much time has passed since the abuse happened.
“They can speak to trained counsellors at the NSPCC Helpline, 24/7, on 0808 800 5000.”

An OC Transpo driver accused of sexually abusing three young boys from 2012 to 2016 is now facing charges of threatening to kill one of their parents.
Philip Herbert, the accused child-sex criminal, is also charged with mischief after Ottawa police say he broke one of the boys’ father’s golf clubs before returning them by throwing them on the front yard. 
Herbert, 38, was charged earlier this year for a series of child sex crimes against three boys dating back to 2012. The charges include sexual assault and sexual touching.
The sex crimes investigation began Jan. 13 when a boy under 16 reported that he had been inappropriately touched by Herbert. The sex assault squad’s investigation identified two other victims, both boys under 16. In all, Herbert, who used to drive OC Transpo high school runs, is charged with three counts of sexual assault, three counts of sexual interference, four counts of uttering threats and one count of mischief to property (golf clubs). 
The city’s transit operations office declined to comment on Herbert’s status at OC Transpo, saying “personnel matters are confidential and we are not able to disclose any employee information.”

A 41-year-old Patterson man has been arrested in St. Mary Parish on a warrant for sexually abusing a child in Houston from 2008 to 2010.
Kenneth Francis, 41, of Mill Road in Patterson, was arrested on warrants for failure to appear on the charge of failure to provide notice as a sex offender and for failure to comply with the terms and conditions of probation, St. Mary Parish Sheriff Mark Hebert said in a news release.
Francis is also being detained on a Harris County, Texas, warrant for continuous sexual abuse of a child. Morgan City police provided information to detectives regarding the Texas warrant. Detectives located at a home in Verdunville. Patterson police also assisted in the investigation.
From September 2008 through October 2010, Francis committed continuous sexual assaults against a child at a Houston home, according to a Houston Crime Stoppers news 

A Paradise man was sentenced to 30 years in prison for sexually assaulting a family member.

According to court records, Nicholas Colby Collie, 29, pleaded guilty Monday in 271st District Court in Decatur to aggravated sexual assault of a child, a first degree felony offense.
Collie was arrested – and later indicted – on a charge of continuous sexual abuse of a young child on July 27, 2016. He has remained in the Wise County Jail since his arrest.
According to the arrest warrant affidavit, the victim in the case was a male family member who was 11 years old at the time of the assaults, which other court records state took place between Aug. 1, 2014, and July 18, 2016.
The victim stated Collie exposed himself and made sexual contact with him on numerous occasions, the affidavit states.
In addition to the 30-year prison sentence, Collie will be required to register as a sex offender.

A convicted sex offender was sentenced to prison after being found guilty of sexually abusing the young sister of a woman who tried to help when he was down on his luck.
Jackson County Circuit Court Judge Kathy Jackson sentenced Darnell Donte Marion to serve six years in prison without the possibility of parole. He will remain on probation for nine years after he is released and will have to register as a sex offender.
A jury found Marion, 27, guilty of touching a child for lustful purposes Aug. 1.
Investigators said the abuse happened between January and March of 2013. The victim was only 7 years old at the time.
"This defendant was taken in by a friend while he was down on his luck. He repaid her by fondling her sister while she was away,” said District Attorney Tony Lawrence. “The sentence imposed must be served without the possibility of parole, and the defendant is required to register as a sex offender for the rest of his life.”
"I commend the courage displayed by the young victim in confronting her abuser.  Hopefully this penalty will help her family close a difficult chapter in their lives," said Assistant District Attorney George Huffman.
Jackson also ordered Marion to pay $1,500 in fines and all court costs.
A child predator who repeatedly raped a child in Pascagoula starting when she was 4 years old has been sentenced to life without parole in Louisiana, where the rapes continued.
Joseph Gable Wood Sr., 69, continued to rape the girl for 10 years and she became pregnant with his child, said Charles Ballay, District Attorney of Plaquemines Parish.
Wood raped the girl until she was 14, Ballay said in a new release.
The victim is now in her 40s. Her son is in his 20s.
It is Wood’s third conviction for sexual assaults of children.
Wood’s trial was underway when he decided to plead guilty, Ballay said. The jury had already heard testimony that DNA linked Wood to the child, Ballay said.
Wood began sexually assaulting the girl in Pascagoula in 1975 and continued after Wood moved to Port Sulphur, Louisiana, in 1977. Wood worked as a tugboat captain while living in Port Sulphur, according to the Plaquemines Parish Sheriff’s Office.
Each time Wood raped the girl, “Wood threatened the victim by telling her to keep her mouth shut and that he would kill her if she mentioned the abuse to anyone,” Sheriff’s spokesman Eric Becnel said at the time.
Wood forced the girl to have sex with him at an abandoned fishing camp in Plaquemines Parish in 1985, which resulted in an arrest warrant in 2014 for that crime and related ones.
This is his third conviction as a pedophile.
He was convicted in January 2015 of lewd or lascivious conduct with a 13-year-old girl after his wife found him having sex with the child in November 2014, officials said. He was sentenced in Bay County, Florida.
In June 1992, more than two decades earlier, police in Panama City, Florida, arrested him on the same charges, alleging he fondled one his daughter’s friends at two different sleepovers at his home. He was convicted of those crimes in 1993.
Wood will be sent back to Florida to finish serving out his time on the 2015 conviction and will be extradited to Louisiana to live out his life in prison.
Wood worked on a tugboat during his years in Plaquemines Parish, Becnel said. Wood was born and raised in Apalachicola, Florida, and also has lived in Sandpoint, Alaska, and White Sulphur Springs, Montana.
Bechnel had contacted media in 2015 across the Gulf Coast and other places Wood had live because it was believed Wood also victimized other young girls.
SPRINGFIELD, Mo. – A registered sex offender in southwestern Missouri man is jailed on $200,000 bond after being accused of sodomizing an 8-year-old girl.
The Springfield News-Leader reports that 53-year-old Randy Law of Springfield is charged with first-degree sodomy.
Law separately is charged with misdemeanor assault after authorities say he attacked the girl’s father with a shovel and shoved her aunt to the ground last month.
Law became a registered sex offender after he was convicted of first-degree statutory rape and two counts of first-degree statutory sodomy in connection with sexual attacks on three children between the ages of 9 and 10 in 2003. He was sentenced to eight years in prison.
Online court records do not list an attorney for Law who can speak on his behalf.

A PAEDOPHILE who used false references to gain employment as a nanny has been jailed for sexual assault.
25-year-old Aaron Mark McWilliams, of no fixed abode, was found guilty of sexually assaulting a child aged under five years at Woolwich Crown Court in July.
He was sentenced to seven years’ imprisonment at the same court. Upon release, he will be on licence for seven years.
Serial offender McWilliams was employed as a nanny after responding to an advertisement on Gumtree. He used references that he later admitted were false.
His latest offence was committed in the Bromley area in March, when his victim told her mother that McWilliams had touched her sexually. McWilliams was immediately reported to police and arrested.
At the time, he was subject to a court order which prohibited him from having unsupervised contact with any child under 16, following a conviction for sexual assault on a child under 13 at an address in Southwark in July 2015.
Detective Constable Kamara Heron, of the Met’s Child Abuse and Sexual Offences Command, said: "McWilliams is a predatory offender who deviously forged ’good character’ references in order to secure work as a nanny and au pair, despite a court order which prohibited him from having unsupervised contact with children. It is clear that he is a danger to young people.
"We take all child abuse allegations of this type extremely seriously, and we ensure that victims are supported throughout the process."
