FRAMINGHAM – A convicted child rapist is again facing child rape charges after Framingham Police arrested him and a woman on Thursday following an investigation.
Framingham District Court Judge David Cunis ordered Joshua Corbett, 26, and Octavia Andrade, 36, both of Framingham, held on $100,000 bail at their arraignments on Friday.
The relationship between Corbett and Andrade was not discussed in court.
In 2011, Corbett was convicted in Middlesex Superior Court of the rape of a 13-year-old girl. The incident occurred in Ashland. Ashland Police at the time said Corbett, who was 20 when the incident occurred, went into the woods with the girl to smoke marijuana. When they were alone, he raped her.
Corbett served 18 months for that.
In court, prosecutor Kate Cimini did not discuss specifics of the allegations. Corbett’s lawyer, David Levinson, and Andrade’s lawyer, Mark Helwig, agreed with the $100,000 bail recommendation made by Cimini. Cunis also ordered Corbett and Andrade to stay away from the victim.
Police also did not release much information, saying the investigation is continuing. Police said investigators became aware of the allegations two to three weeks ago. The victim is a pre-teen relative of Andrade.
Police charged Corbett, of 3 Merchant Road, with rape of a child by force (subsequent offense), aggravated rape of a child with force as part of a joint venture, aggravated rape of a child with a 10 year or more age difference and intimidation of a witness.
Andrade, of 154 Irving St., was charged with two counts of aggravated rape of a child by force as part of a joint enterprise, two counts of aggravated rape of a child, two counts of intimidation of a witness and one count of reckless endangerment of a child.
The aggravated rape of a child with force as part of a joint venture charge carries a possible life sentence in prison if convicted. The minimum sentence is 15 years.
In January of this year, Natick Police arrested Corbett and charged him with failing to register as a sex offender (subsequent offense). Authorities say Corbett had to register with the town every 30 days because he was homeless at the time. Corbett failed to do so, claiming he was working in Boston and did not have a way to return home.
A Middlesex County grand jury indicted Corbett on the same charge in June. That case is still open.
Corbett is due back in Framingham District Court on Aug. 31 for a status hearing. Andrade is due back on Sept. 6 for a status hearing.

A 37-year-old Tuscaloosa man is accused of drugging and sexually abusing a 14-year-old girl, according to the Tuscaloosa Police Department.
James E. Jolly was arrested Wednesday and charged with first-degree sodomy, sexual abuse of a child and chemical endangerment of a child. Jolly is being held in the Tuscaloosa County Jail, with bail set at $90,000.
Lt. Teena Richardson, a Tuscaloosa Police Department spokeswoman, said the Juvenile Division learned of the allegations against Jolly on June 13. Richardson said Jolly was suspected of drugging and sexually abusing a 14-year-old girl during a four-month period. Jolly was also suspected of supplying and using drugs with a 17-year-old boy.
After a couple of months of searching, the U.S. Marshal’s Task Force apprehended Jolly in Shreveport, Louisiana.
Jolly was brought back to Tuscaloosa, where he was charged and placed in jail.

Kane County judge has sentenced an Aurora area man to prison for sexually assaulting a young child he knew.
Kane County Circuit Judge James C. Hallock Friday sentenced 24-year-old Orane R. Foster to 27 years in prison.
A Kane County jury on May 11 convicted Foster of four counts of predatory criminal sexual assault, each a Class X felony, and aggravated criminal sexual abuse, a Class 2 felony.
Kane County prosecutors presented evidence that between June and August 2015 Foster sexually assaulted the victim. Foster was living in Aurora with the victim and her mother at the time of the assaults, which occurred in their residence. The victim was younger than 12 years old.

In addition to the prison term, Foster must register for life as a sexual offender in accordance with the Illinois Sexual Offender Registration Act.

An 80-year-old San Antonio man was arrested by Bryan police this week on charges of inappropriately touching at least two children.
According to Bryan police, a woman contacted officers in December and said she and another woman were chatting about Thomas Frank Votion, 80, when they admitted to one another that they had both been molested by him as children. The woman told police she wondered if he had touched other children and spoke to two girls whom Votion knew. According to a police report, when she approached the other girls, they began to cry and said they had been touched by Votion at different periods within the past seven years.
Bryan police arranged for the two girls to speak with forensic interviewers at Scotty's House child advocacy center. One girl said about four years ago that Votion touched her inappropriately on the outside of her clothes, then later apologized and said God had forgiven him for what he did. She also told the investigator that about seven years ago he touched her over her clothes, but at the time she hadn't thought the man was doing anything wrong, instead believing he was holding her the way that she had seen adults hold babies.
The second girl told investigators Votion had touched her inappropriately about four years ago and said another time he had touched her thigh. Bryan police spoke with three adult women who said Votion had touched them when they were younger than 10 years old, and his accusers believe he may have touched up to eight girls. According to the police report, officers felt that had probable cause to arrest him and apprehended him on Thursday.
Martha Garcia Opersteny, executive director of the Sexual Assault Resource Center in Bryan, did not speak to Votion's case, but she and SARC counselor Michael Fischer did share general perspective on sexual assault cases dealing with children and with adults who were molested as children.
They explained that children have a smaller view of the world, and often don't disclose being hurt because they don't believe what happened to them will happen to someone else. Their abuser may promise to never offend again, or the child may block the incident from their minds. The emotional maturity regarding their assault remains stunted as they grow, and even as intelligent adults they may not be able to fully grasp what happened to them. Opersteny noted that the ways people react to abuse are nearly infinite.
"For the victim, it's not about them believing the abuse will happen again," she said. "Just like adults, the children feel a lot of self-guilt. A lot of them also don't know what 'the norm' is. When you're young, you don't think about your abuser doing it to someone else. A lot of people who are abused as a child are kind of stuck at that age... They're not thinking as an adult would think... In some cases we've dealt with here, the victim [eventually] suspects something has happened to someone else, and that's when they [disclose]. But some victims wonder: Was it a dream? Did it really happen?"
Fischer addressed years spent talking to offenders themselves. He said many predators have been sexually abused themselves, or in cases of younger abusers, they may have been exposed to pornography at too young of an age, learning to justify their behavior.
"Every behavior exhibited, especially by offenders, makes sense to them at the time," he noted.
Votion has been charged with two cases of indecency with a child at this point, though the investigation continues. Indecency with a child by sexual contact is a second-degree felony punishable by up to 20 years in jail and $10,000 in fines. Votion was released from the Brazos County Jail on $4,000 bond.
WILKES-BARRE — A Hazle Township man is facing sexual abuse and corruption of minors charges for performing sex acts on a teen girl, state Attorney General Josh Shapiro announced Friday.
Thomas Patrick Orr, 66, of Turnberry Lane, had the victim perform sex acts and send them to him through social media on several occasions, Shapiro said. The teen, who was 16 and 17 during the abuse, also received sexual acts from Orr and performed them on him, Shapiro added.
Orr was arrested by state police Thursday on more than 32 criminal counts, including 24 felonies. He posted $100,000 bail Friday, records show.
In a statement, Shapiro said those who abuse children will be prosecuted to the fullest extent of the law.
“We work tirelessly to identify and remove child predators from our streets and our communities,” Shapiro said. “We have a zero tolerance policy for the sexual abuse of children.”
A preliminary hearing is scheduled for Aug. 16 before Magisterial District Judge James M. Dixon.
Court records show Orr has no prior criminal record in Luzerne County.
ABILENE, Texas - A 34-year-old Abilene man was arrested for continuous sexual abuse of a child.
Brandon Carl Powell was also released from Taylor County Jail on after posting bail. His bond had been set at $75,000.
According to a court document, Powell sexually abused the girl – under 14 years of age – over a three-year period. 
The abuse started when the girl was in 6th grade and ended in the 8th grade, the document said.
Sixty-four year old Stephen Martin, of Holgate Avenue, Parson Cross, was jailed for seven years at Sheffield Crown Court after being found guilty following a four-day trial last month.
Martin was jailed for four counts of sexual activity with a child and one count of inciting a child to engage in sexual activity, after a jury found him guilty of abusing a young boy who he befriended.
Martin systematically groomed this teenage boy, who he befriended, bribing him with sweets and presents before going on to sexually abuse him," Detective Constable Lee Atkins said.
“The abuse during his formative school years has had a huge impact on the rest of his life, and I cannot praise him enough for coming forward.
The victim, who was just 14 at the time the abuse began, was forced to recount his horrendous ordeal after Martin pleaded not-guilty to the offences.
"The courage this takes is truly admirable and I’m pleased that the victim was able to see Martin jailed for his despicable crimes.
“I also hope that this demonstrates to anyone who may have been a victim of sexual abuse that it’s never too late to come forward.
"This man is now an adult and I’m thankful that he made the brave move of coming forward to us to tell us what happened, so that we could see this vile individual put behind bars.”
Martin has also been subject to an indefinite sexual harm prevention order.

Sheffield man jailed after subjecting teenager to years of sexual abuse MATT MCLENNAN 04 August 2017

Authorities say a 34-year-old Corvallis man sexually abused a child during a 10-year period, according to court records.
Prosecutors charged Michael Brian Killion with 18 counts related to the abuse. Killion entered not guilty pleas at a same-day arraignment in Benton County Circuit Court, records show.
Prosecutors say Killion sexually abused a child who was younger than 12 between the years of 1999 and 2008, according to the charging document.
Killion faces six counts of first-degree sodomy, six counts of first-degree unlawful sexual penetration, three counts of first-degree sexual abuse, one count of second-degree rape, one count of first-degree possession of materials depicting sexually-explicit conduct of a child and one count of encouraging child sexual abuse in the second degree.
A judge appointed Albany attorney Thomas Hill to represent Killion.

Authorities allege Corvallis man sexually abused child for 10 years 

  • FCPD detectives from the Major Crimes Division Child Abuse Section arrested 43-year-old Claudio Vargas Lazo around 4:30 p.m. on August 2 and have charged him with three counts of aggravated sexual battery.
    On June 20, an 11-year-old child reported being inappropriately touched by a man. Police and Child Protective Services were contacted immediately and an investigation led to the identification of Vargas Lazo as the suspect. The investigation determined another child, a 9-year-old, was also inappropriately touched by Vargas Lazo.
    Vargas Lazo runs a state licensed, in-home daycare located in the 3900 block of Kernstown Court in Fairfax. Detectives would like to hear from anyone who is concerned their child may have had inappropriate contact with Vargas Lazo.
