A Butler County man convicted of child exploitation charges has been sentenced to 30 years in prison followed by lifetime supervised release.
James Mark Leroy, 55, of Renfrew, was also ordered to pay a special assessment of $400, restitution of $25,000 and a fine of $125,000, Acting United States Attorney Soo C. Song said on Tuesday.

Leroy, who owns Jimi Enterprise Incorporated in Butler, was convicted during a trial in February. According to testimony, Leroy transported boys aged 10 and 13 on two occasions to Florida and Michigan with the intent to engage in illegal sexual conduct. 

During the trips, Leroy engaged in criminal sexual acts and supplied the boys with alcohol and prescription pills, officials said. 

The government also presented evidence at trial and at sentencing that Leroy had historically sexually offended against two other victims when they were children between the ages of 10 and 13.

Before imposing sentence, United States District Judge Arthur J. Schwab said that Leroy “must serve a significant custodial sentence for this most reprehensible pattern of criminal conduct.”

The judge also found that a sentence shorter than 360 months would create sentencing disparities among others charged with similar crimes.

Song and Assistant United States Attorney Heidi M. Grogan prosecuted the case on behalf of the government. In court, Song said Leroy's crimes included “the sinister drugging and incapacitation of children, overtly and surreptitiously by crushing up pills and putting them on the food of a 10-year-old child.”

In a news release, Song credited the victims.  

“This defendant underestimated the will and courage of these boys to speak out, to speak up and their determination to make sure that he did not offend against other children," Song said. 

The case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. For more information about Project Safe Childhood, visit

Butler County business owner sentenced to prison for sexually exploiting boys

MINOT, N.D. – A judge has ordered a Surrey man who admitted to repeatedly raping his stepdaughter to serve 20 years in prison, following impassioned statements in North Central District Court from the victim and her family.
Forty-four-year-old Russell Braun pleaded guilty in March to continuous sexual abuse of a child.
A criminal complaint against Braun indicated that Braun abused the girl between 2008 and 2011, and the abuse escalated over time, to the point where he threatened to kill the girl and himself if she told her mother.
During victim impact statements as part of Marsy’s Law, one family member said Braun’s actions had caused the family “physical and emotional torment.”
“What kind of human being could be capable of committing such a crime?” asked another relative.
Judge Stacy Louser upheld a joint recommendation between the state and the defense for a 40-year sentence, with Braun serving 20, followed by ten years of supervised probation.
He will also have to register as a sex offender, and must avoid contact with the victim and her family for the rest of his life.
Louser also said the court expects Braun to pursue treatment while in prison, as recommended by the Department of Corrections, even though the writer of his pre-sentence investigation did not recommend treatment.

Louser called Braun a “continued risk to society” and said his PSI indicated he attempted to blame the victim for his actions. She said his incarceration would give the family an “opportunity to heal.”
“This family will never be made whole,” said Louser.
Louser also said she was “at a loss” as to how the writer of the PSI did not recommend offender treatment.
When given the chance to speak, Braun said he took responsibility for his actions and said he wanted treatment.
Braun could have faced up to life in prison without the chance of parole on the AA-felony charge.

'You, sir, are a predator': 20-year sentence in Surrey child rape case  

LOGAN — Dustin J. Mangum was in court a final time, ahead of a three-day trial next month. The 39-year-old Richmond man is accused of sexually abusing two girls.
Mangum appeared in 1st District Court Wednesday morning. His defense attorney, Bryan Galloway, said they had a few preliminary issues to work through but were set for trial, August 15-17.
State attorneys allege that Mangum sexually abused a girl in May 2003. The victim, who is a teenager now, claims the abuse occurred when she was around four-years-old. The second victim is an 11-year-old girl who claims she was also sexually abused over the course of several years, before the defendant was arrested August 19, 2016.
Prosecutors have filed 25 charges against him, including 10 counts of sodomy of a child and 15 counts of aggravated sexual abuse of a child. Each charge carries a penalty of five-years-to-life in prison.
The August trial only involves the first victim and two of the charges of sodomy on a child. Prosecutors plan to ask the court though to allow evidence of other acts of child molestation during the trial.
During Wednesday’s hearing, Judge Kevin Allen said would review any filed motions from the defense. He also reinstated that the defendant can’t have any contact with the victims or their families.
Mangum remains in the Cache County Jail, being held without bail. He faces up to life in prison if found guilty.

A registered sex offender decided to plead guilty to charges he molested a 7-year-old boy on New Year’s Eve in 2013 before a trial started in his case.
John Frederic Sabbaghrabaiotti, 48, of Mount Pleasant Drive, entered guilty pleas Wednesday in Forsyth Superior Court to two counts of attempted first-degree sex offense and one count of taking indecent liberties with a child. He had originally been charged with two counts of first-degree sex offense and one count of taking indecent liberties.
Judge David Hall of Forsyth Superior Court sentenced Sabbaghrabaiotti to 20 to 29 years in prison and ordered that he register as a sex offender for the rest of his life. Sabbaghrabaiotti also has to submit to lifetime satellite-based monitoring.
This was the second time Sabbaghrabaiotti faced a trial on the same allegations. In January 2015, a Forsyth County jury convicted him on the same charges. Judge Edwin Wilson of Forsyth Superior Court gave him three consecutive sentences that totalled 83 years and three months to 102 years and nine months in prison.
During the first trial, the boy testified that Sabbaghrabaiotti picked him up on New Year’s Eve and that the two had gone to Sabbaghrabaiotti’s house. Sabbaghrabaiotti was a friend of the boy’s mother.
They planned to go bowling. Sabbaghrabaiotti went to the computer to make sure that the bowling alley would be open. The boy said when they were in Sabbaghrabaiotti’s bedroom, Sabbaghrabaiotti performed a sexual act on him and touched him inappropriately. Afterward, the boy said, they went bowling.
Sabbaghrabaiotti was on satellite-based monitoring because he had been convicted of two counts of indecent liberties with a child in 2006. He also was accused of molesting a 12-year-old boy during a church youth group meeting.
He’s also been convicted of other charges in Massachusetts, including indecent assault and manslaughter.
Beth Toomes and Dan Wanderman of the Forsyth County Public Defender’s Office represented Sabbaghrabaiotti. They could not be reached for comment after the hearing.

53-year-old Randy Parsons of Waskom Texas pleaded guilty to one count of sexual abuse of a child under 12 and sexual child abuse.
The abuse went on for years with a child under the age of twelve.
He is set for sentencing in September.
He faces up to life in prison.

A former Richmond police officer stands accused of sodomy and other sexual acts with a child younger than 13 at trial

Charles Church41, of the 1400 block of West Marshall Street, is charged with two counts of sodomy, two counts of sex object penetration, and indecent liberties with a child. The charges stem from a sexual assault of a juvenile in November 2015.
The child, just tall enough to peer over the witness box, testified during the first day of trial. The Richmond Times-Dispatch does not typically identify people who say they are victims of sexual assault.
Church told her what he was going to do to her, the girl told the court. Not wanting to use foul language, she wrote it on a sheet of paper torn from a notebook she had carried with her on the stand.
“I’m going to f--- you,” deputy public defender Emilee M. Hasbrouck later read aloud from the paper, which was passed around to the jurors.
The girl’s shy, dimpled smile turned to horror when Richmond Deputy Commonwealth’s Attorney Kelli Burnett said they would need to talk about what happened next.
At times, the child had trouble describing exactly what happened, and when. Burnett prompted her with anatomical charts and asked her to point to the body parts that touched her and where.
The child said Church said she had to keep what happened a secret “or one of them would die.”
Hasbrouck said the girl gave inconsistent statements to police, her mother and nurses. In opening statements, the defense team said the child made up the allegations and that Church, who was struggling with alcoholism, was verbally and emotionally abusive when drunk, but denied any physical or sexual abuse.
In November 2015, Church was quickly arrested by Richmond police, his employer at the time. The assault was said to have happened while Church was off duty. He was a 12-year veteran of the department when he was separated from city service in April 2016. In the five months between his arrest and separation, Church was on unpaid administrative leave.
He was initially indicted with two counts of sodomy and one count of rape, which were dropped by local prosecutors in Richmond Circuit Court last year while Church faced federal charges of possession of child pornography.
Those charges were dismissed in February after a federal judge ordered that evidence from Church’s tablet and computer could not be presented at trial because they were obtained during an illegal search.
Five days before the federal case was dismissed, Richmond prosecutors re-indicted Church on the current charges. This week’s trial is expected to last through Thursday.

Testimony began Tuesday in the trial of a Yoakum man who was charged last year with more than 60 sex crimes.
Shane Neil Cliffe, 45, was indicted twice in 2016 and accused of committing a total of 65 sex crimes: 16 counts of aggravated sexual assault of a child, one count of continuous sexual abuse of a child, 36 counts of sexual assault of a child, four counts of aggravated sexual assault by use of force and threats, four counts of second-degree felony sexual performance of a child and four counts of third-degree sexual performance of a child.
The assaults are alleged to have occurred from Jan. 1, 2007, to June 1, 2011. There was one victim, a female under the age of 14, according to the indictment.
A jury was selected Monday.
Cliffe's attorney is James Reeves, of San Antonio, and Jennifer Smith is the special prosecutor and is an attorney from Guadalupe County.
The presiding judge is William D. Old III of the 25th District Court.

A Marengo County man wanted since 2015 for the sexual abuse of a child has been arrested.

According to Captain Johnny King with the Selma Police Department, 24-year-old Terrance Johnta Sanders was arrested on June 22. King said the department has had a warrant out for Sanders’ arrest since May 2015.
He was charged with sexual abuse of a child less than 12 years old and was booked into the Dallas County Jail. He has since been released on a $30,000 bond.
King said Sanders was captured in Greensboro, where he was detained for unrelated charges to the sexual abuse. He was then transported to Selma.
According to Sgt. Evelyn Ghant, Sanders is accused of a molesting an 8-year-old girl.
“The victim’s mother reported he molested her daughter,” Ghant said.
I did an interview with him, and he denied it. We had evidence that it happened, so I [issued] a warrant for his arrest in 2015.”
Ghant said the incident happened on Martin Luther King Street near George Washington Carver Homes.
“It was a one-time incident,” Ghant said. “The victim’s mother was dating someone related to him, and he [Sanders] came to the house.”
Sexual abuse of a child less than 12 years old is a class B felony in Alabama and is punishable with no less than two years in prison and no more than 20 years in prison, as well as fines up to $30,000.
“Mothers have to be mindful of who they bring in their house,” Ghant said. “You put that trust into people, but you never know when it comes down to it when you have little kids. You have to be extra, extra cautious and pay attention.”
According to King, a person commits the crime if someone 16 years old or older subjects another person who is less than 12 to sexual contact.
According to court records, an arraignment hearing has been scheduled for Aug. 14, 2017.

PINEVILLE, Mo. — A Powell man pleaded guilty Tuesday in a child sexual abuse case and was sentenced to 15 years in prison.
James C. Hunter, 42, pleaded guilty in McDonald County Circuit Court to first-degree statutory sodomy in a plea deal dismissing a second count of statutory rape and calling for a 15-year term, according to Prosecutor Bill Dobbs.
Circuit Judge Tim Perigo accepted the plea bargain and assessed the defendant the agreed-upon prison term.
A probable-cause affidavit alleged that Hunter had sexual intercourse with the 13-year-old victim on Dec. 24, 2015, and other sexual relations with the girl in January 2016.
The charges were brought against him in January 2016 after an investigation by the McDonald County Sheriff's Department. 

COTTAGE GROVE — A 41-year-old Cottage Grove man is accused of raping an 8-year-old child.
James Edward Warren was arrested Tuesday and charged with first-degree rape, first-­degree sodomy, first-degree unlawful sexual penetration and two counts of first-degree sexual abuse.
Warren was arraigned Wednesday in the Lane County Jail courtroom. 

It didn’t appear that he entered any pleas. His next hearing is scheduled for Aug. 16.
According to Cottage Grove police, officers received a report Saturday that Warren had sexually abused the child.
The child was interviewed by authorities, and Warren was arrested.
Police said Warren and the child know each other. A search warrant was served at Warren’s Cottage Grove home, and several pieces of evidence were seized, according to Capt. Conrad Gagner.
The investigation is ongoing, and there is no danger to the public, he said.
