A jury found a Camarillo man guilty of molesting four young girls, including two foster children who lived in his home in 2010.

Jurors on Thursday unanimously found Thomas Stephen Bork, 68, guilty of one count of unlawful sexual intercourse with a child under 10 years old, two counts of forcible lewd acts on a child, one count of continuous sexual abuse, and five counts of lewd and lascivious acts against a child.

Jurors also found true special allegations of substantial sexual conduct. Bork could face a maximum of 118 years to life in state prison when he is sentenced Sept. 18, said Senior Deputy District Attorney Erik Nasarenko.

While the charges involved four victims, Bork had molested other young girls as far back as 40 years, the prosecutor said. All six victims testified during a two-week trial in Ventura County Superior Court.

The two foster children are sisters who lived with Bork and his wife during the summer of 2010 when the girls were 6 and 8 years old, Nasarenko said.

Nasarenko said six of the charged crimes occurred at the Camarillo home. Bork was arrested on Aug. 30, 2010, shortly after the 8-year-old disclosed the abuse to a social worker, the prosecutor said.

Around the same time, one of Bork’s prior victims learned Bork had foster children living in his home in Camarillo. That victim then called Child Protective Services and reported she also was molested by Bork from 1989 to 1993.

The woman testified that she would visit Bork during the summers at their family's ranch in Monterey, where Bork lived in a trailer at the time. During one of the incidents in 1991, Nasarenko said Bork shot a dog with a rifle when the animal tried to protect the girl.

Bork was arrested after the county Sheriff’s Office conducted further investigation, Nasarenko said.

"This case dates back to 40 years and six girls who were victimized in three counties," Nasarenko said. "The defendant typically groomed the victims by tickling them to lower their boundaries and progressed to intimate parts of the body. He would also show them pornography."

Nasarenko said the other victim named in the charging documents testified that Bork molested her from 1998 to 2000 when she was 3 or 4 years old. At that time, Bork worked as a civilian contractor at Fort Hunter Liggett Army post in Monterey and had a relationship with the mother of that victim, Nasarenko said.

While Bork's two earlier victims were not named in the complaint because of the statute of limitations, state law allows evidence and testimony to show a defendant's propensity for the alleged crimes committed.

Barley Brown, of the Ventura County Public Defender's Office, declined to comment on Bork's case.

One of Bork's earlier victims, now in her 50s, testified that Bork had molested her in the 1970s when Bork lived in Huntington Beach. The woman, who is a family member, said the abuse occurred when she was 4 to 11 years old.

No one in the family alerted law enforcement and Bork was never arrested or charged in connection to any prior sexual crimes until 2010.

"It was a well-kept secret among family members, which unfortunately is not uncommon in these cases," Nasarenko said. "There is not only the shame and embarrassment, but also the fear that the disclosure would rip apart the family unit."

Bork moved to Camarillo in early 2000 and by this time was on his third marriage. The couple decided they wanted to foster children in summer 2010 and worked with a nonprofit social service agency, Aspiranet, to license their home, Nasarenko said.

Nasarenko said since there were no records of Bork's prior sexual abuses, the Camarillo man escaped criminal liability for 40 years.

"All the victims testified, including the foster children, who are now ages 13 and 15," Nasarenko said. "They had the courage and strength to come forward. Two of Bork's aunts also testified, and what came out of the trial is how he would endear himself to children by being a joking and fun-loving goofball ... but his true character was devious in nature."




A Jefferson Parish grand jury on Thursday (June 22) handed up an indictment charging a Lafitte man with repeatedly sexually abusing two girls.
Kenneth Leblanc, 62, was charged with first-degree rape, sexual battery of a child under the age of 13 and sexual battery, according to Jefferson Parish court records.
The victims in the case are now 35 and 16 years old. Jefferson Parish Sheriff's Office detectives opened an investigation after the eldest victim contacted police on Feb. 21, authorities said.
The woman told investigators Leblanc first raped her when she was about 4 years old. He continued to sexually abuse her daily until she was about 13, the Sheriff's Office said.
The teenage victim, the woman's relative, had confided similar abuse. She told detectives Leblanc touched her inappropriately when she was between the ages of 3 and 6, the Sheriff's Office said.
Leblanc admitted to the abuse, authorities said. He is scheduled to return to court June 26 for an arraignment.

A 78-year-old Aurora man accused of sexually assaulting a girl over an eight-year span has been charged with sexual abuse of another child.
Kane County prosecutors this week lodged an additional 10 counts of aggravated criminal sexual abuse of a child younger than 13 against Inocente Delgado, of the 500 block of Binder Street, according to court records.
The abuse is alleged to have occurred in October 1989.
Delgado was arrested in May on charges of predatory criminal sexual assault; he is accused of assaulting a girl he knew from May 2007 through May 2015, records show.
Delgado petitioned earlier this month to have his $1 million bail reduced and prosecutors objected to it.
"On May 30 and May 31, three more victims have come forward to be interviewed about sex abuse perpetrated by the defendant on them when they were children," wrote Assistant State's Attorney Megan Baxter in court documents.
Judge John Barsanti granted the motion, reducing Delgado's bail to $250,000, according to court records.
If Delgado posts $25,000 to be released from the Kane County jail while the charges are pending, he must wear a GPS monitoring device.
He is due in court July 13. If convicted of the most severe charges in the case from 2007 to 2015, Delgado faces up to 30 years in prison, with a possibility of longer than that if consecutive sentences are applied. The 1989 case carries a top penalty of seven years in prison for each of the 10 felony counts.

A 48-year-old Conestoga man is accused of sexually assaulting a girl as young as age 12 multiple times over the course of a year, Southern Lancaster County Regional Police say.

Gary J Williams is charged with three first degree felonies: involuntary deviate sexual intercourse, unlawful contact with a minor and involuntary deviate sexual intercourse with a victim under age 13.
He is also charged with corruption of minors and three counts of indecent assault, which are third degree felonies; and three counts of indecent assault, a second degree misdemeanor.
Police said they received a report that Williams was accused of assaulting a girl multiple times when she was age 12 and 13 between January 2016 and January of this year.
Williams was arraigned and placed in Lancaster County Prison in lieu of $175,000 bail.

James Heywood groomed his victims into having sex and sexually abusing them.
One of the women, abused more than two decades ago, went to the police when she suspected Haywood a former landlord of the Kings Head in Hadley was grooming another girl.
Police said the women had shown astounding bravery.
Harrowing victim impact statements were read out in Shrewsbury Crown Court yesterday with one of his victims saying she had considered suicide.
Heywood, 69, of Bader Close, Apley, Telford, was found guilty after a trial of three counts of rape, three of indecent assault, two counts of indecency with a child, two of sexual assault, two of indecency with a child and one of sexual activity with a child under 13. The court here they were specimen charges.
He denied all charges and was cleared of three counts that he faced.
Judge Peter Barrie said Heywood had caused the women profound and lasting unhappiness.
Mr Philip Beardwell, prosecuting, said the first two women were abused in the 1990s when they were 13 and 14 while the abuse of the third, began, more recently,when she was 11.
He read out statements from the three victims, one saying she had suffered physiological and physical effects including an eating disorder, insecurity, nightmares and real problems in forming relationships.
A second self-harmed, had an eating disorder and even contemplated suicide in her teens.
The third had been diagnosed with post-traumatic stress with flashbacks, nightmares, anxiety and low self-esteem.
“Part of my childhood was taken away,” she said.
Mr Paul Smith, appearing for Heywood, said his client maintained his innocence.
Judge Barrie said Heywood that acted in a predatory way: “Because of the way you groomed and manipulated your victims you took away their capability to make a fair and genuine choice about what happened.”
“When one of your victims sensed that you may be doing it again, it is much to her credit that she went to the police.”
“There are aspects of each case that are deeply disturbing and the victim impact statements, moving and distressing show the impact of your offending on them. You caused them profound and lasting unhappiness.”
Heywood will serve half the 16 year sentence in jail.
West Mercia Investigating officer, Detective Constable Cindi Henry said: “The astounding bravery shown by those who suffered at the hands of Heywood has helped put a stop to his prolific and predatory actions.
“We are determined to continue working with a range of partners to safeguard victims and prosecute offenders and I’d like to recognise the brave steps his victims have taken to put him behind bars.
“Tackling sexual and physical abuse of children and young people will remain a priority for West Mercia Police but protecting children and young people is all of our responsibility, it's vital that we work with the public to identify individuals who prey on vulnerable children and empower young people to speak up.”

A Bransholme man who sexually abused a young boy is beginning a seven-year prison sentence, with the judge telling him he has caused "immeasurable" damage.
Russell Scott, 40, abused his victim in the Noughties, the five-day trial at Hull Crown Court heard.
In a statement read to the court, his victim said: "Because I felt so ashamed at what he had done, I felt I had to keep it a secret. He always told me not to tell anyone."

The court was told he only plucked up the strength to tell his family of the abuse in early 2016 - years after his ordeal. He then reported Scott, of Langtree Close, to police.
A jury took two hours and 49 minutes to unanimously convict Scott of three counts of indecent assault on a male, two counts of sexual assault on a child under 13, one count of causing or inciting a child under 13 to engage in sexual activity, and one count of causing or inciting a child under nine to engage in sexual activity.
Paul Genney, representing Scott, said it was accepted his client would be serving an immediate and lengthy prison sentence.
"He is a man of low intellect," said the barrister. "He has not been to custody before, or experienced the prison regime. This is going to have something of an impact.
"He has had a difficult childhood, and attended at special needs schools. Because of all of this, one could say he is vulnerable himself. He is alone, he has no friends. He doesn't have much of a life, really, and it's about to get a lot worse."

Turning to Scott, Recorder Abdul Iqbal QC said: "You told him not to tell his family. He took that request onboard. He was scared to tell of the abuse. He found these experiences terrifying. He was confused about who to turn to.
"You took away any semblance of a normal and happy childhood. You have not had the courage to admit what you have done. The harm you caused your victim is immeasurable."
Scott was told he must register as a sex offender indefinitely.
AN ENTRENCHED and predatory paedophile driven in life by an incurable urge to sexually abuse little girls is behind bars serving his fourth lengthy jail sentence.
Dennis Lane, 73, showed no sign of slowing down in his determination to groom and molest children, the judge sentencing him to four years imprisonment at Bradford Crown Court said.
Lane, who has previously served prison sentences of ten years and four years for child sexual offences and breaches of court orders, targeted young girls while he was living at sheltered housing for the elderly in Bradford. He befriended their grandparents and they sent him an album of photographs of the youngsters as a thank you for Christmas presents.
Prosecutor Stephen Wood said Lane was subject to a life-long Sexual Offences Prevention Order (SOPO) that included possession of any collection of pictures of young people under 18.
He would cut out pictures of children from papers and magazines and masterbate while looking at them and fantasise about grooming and abusing them.
The order also barred him from having any unsupervised contact with children and going to parks, playgrounds and fairs where he might meet them.
Although Lane handed back the photo album, saying he was not allowed to have it, he pleaded guilty to breaching the SOPO while he was in possession of it.
Lane, who had since moved to an address in Manchester Road, Bradford, told the police “there was a 90 per cent chance” that he would have abused the little girls if he had been left alone with them. He confessed to grooming the children’s grandparents to get access to the children. Mr Wood told the court: “The defendant is an entrenched paedophile and his history has demonstrated that he is utterly unwilling to curb his predatory urges.”
Lane was imprisoned for ten years in 1996 for indecently assaulting a girl under 14 and having sex with a girl under 13, now charged as rape. He was released in 2002 but recalled after a month for possession of pictures of children. In 2003, searches of his cell uncovered further similar images. Lane first breached the 2004 SOPO two years later and was sentenced to a three-year community order. He was jailed for two years for his second breach. A further breach in 2010 led to four-year jail sentence. Lane urged the sentencing judge on that occasion to lock him up indefinitely because he “could not control the demons” that attracted him to young girls.
Judge Jonathan Rose told Lane: “You may be 73 years of age but you show no sign or intention to slow down in your determined effort to commit offences against children. You can’t stop yourself because that is what drives you. The likelihood is that we will see you again but the maximum sentence is five years so I can’t send you to prison for longer than that.”
Lane was given credit for his guilty plea at the first opportunity.

An 8-year-old girl came forward about sexual abuse after she watched a school-based program about recognizing and reporting abuse.

Anthony Hale, 23, of Covington is accused of sexually abusing the girl in the overnight hours of March 15-16 at a friend's home in Hebron, Investigators said.

The victim reported the offense following a performance of “Kids on the block” performed by the Family Nurturing Center the next day. The program provides school-based prevention services that equip children with the skills to recognize, resist and report such abuse, according to FamilyNuture.org.

Hale is charged with first-degree sex abuse. He's being held at the Boone County Detention Center on $5,000 bond.


Police have charged a Calgary man with sexual assault against a three-year-old girl at a day home in Citadel in the city's northwest.
The girl's parents reported the alleged incident to police in February after she told them she had been touched inappropriately by a man at Jane's Day Home.
The accused worked in the unlicensed day home, which was operated by his wife, but he was not a primary caregiver, Staff Sgt. Dominic Mayhew of the Calgary police child abuse unit said Monday. 
Gary Francis Hachey, 65, is charged with sexual interference and sexual assault of a child.
It's alleged he had sexual contact with the girl when they were alone.
"There's no other people that have come forward," said Mayhew. "Certainly it is a possibility, but at this time we have no other information to suggest there's any other offences."
The investigation took several months partly because of the need to wait for DNA samples to be tested, police said.
Mayhew said the day home operator, who had been in business for about 10 years, voluntarily closed it when the allegations came to light.
"The children's parents were spoken to within 24 hours and the day home was not taking clients as of 24 hours after it was reported to us," he said.
The operator of the day home has been co-operating with the investigation.
Police interviewed parents who had children enrolled at the day home around the time of the incident, as well as former clients, Mayhew said.
Cheryl Crowther with the Alberta Family Childcare Association says there are no safeguards in place for unlicensed dayhomes.
"There is no regulation on having criminal record checks done," she said. "There's no monitoring visits. Whereas in approved regulated care, unannounced visits are done monthly on the homes. So there's nobody overseeing the private ones."
Hachey's next court appearance is set for Aug. 4.
